Government Officially Recognizes Ride-Hailing Drivers as MSME Entrepreneurs
The Indonesian Government, through the Ministry of Micro, Small, and Medium Enterprises (MSMEs), plans to officially classify ride-hailing drivers as micro online transportation entrepreneurs. This policy marks an important step in recognizing the economic contribution of ride-hailing drivers while expanding their access to government support programs for MSMEs.
Under this new classification, ride-hailing drivers will be entitled to the same benefits and facilities available to other MSME owners, including access to financing programs, tax incentives, and business development initiatives.
Eligible for People’s Business Credit (KUR)
One of the key benefits of MSME status is access to the People’s Business Credit (Kredit Usaha Rakyat or KUR) program. This financing scheme provides affordable loans with competitive interest rates, enabling drivers to obtain additional capital to support or expand their businesses.
In addition to financing, the government is preparing business development and capacity-building programs, including training and mentoring. These initiatives aim to help ride-hailing drivers diversify their sources of income and build sustainable businesses beyond online transportation services.
Tax Incentives for Ride-Hailing Drivers
The new policy also provides tax benefits. Since the majority of ride-hailing drivers earn annual revenue below IDR 500 million, they are expected to qualify for MSME tax incentives under the applicable tax regulations.
As a result, most drivers are not expected to pay income tax, or they may be subject to a 0% tax rate, depending on the prevailing tax provisions for eligible MSMEs.
MSME Status Will Be Granted Automatically
During the initial implementation phase, the government will not prioritize administrative requirements such as obtaining a Business Identification Number (Nomor Induk Berusaha/NIB). This approach is intended to ensure a smooth transition for all eligible drivers.
MSME status will be granted automatically to drivers who are already registered on ride-hailing platforms. Therefore, drivers will not be required to submit separate applications to obtain their MSME status.
Awaiting the Presidential Regulation
The government is currently preparing a Presidential Regulation (Perpres) that will serve as the legal basis for implementing this policy. Once the regulation is officially issued, the government is expected to gradually roll out the various incentives and support programs for ride-hailing drivers.
Conclusion
The government’s decision to classify ride-hailing drivers as MSMEs represents a significant effort to strengthen Indonesia’s digital economy while improving the welfare of millions of drivers. Through this initiative, eligible drivers are expected to gain access to KUR financing, tax incentives, business development programs, and other forms of government support available to MSMEs. However, the full implementation of the policy remains subject to the issuance of the upcoming Presidential Regulation.
